SUBJECT: FY 2005 Fringe Benefit Rates
DATE: March 2, 2004

I write to announce that negotiations of FY 2005 fringe benefit rates with the Department of Health and Human Services (DHHS) have been concluded. The rate for benefits eligible employees on federal awards has increased slightly from 20.4% to 20.5% and the rate for benefits eligible employees paid from all other sources of funds increases from 23.2% to 23.3%. The rate for benefits ineligible employees has been reduced from 7.7% to 6.6%. The attached table displays fringe benefit rates that will be in effect for FY 2005.
