SUBJECT: Policy 1201 Revised: Announcement of New Small Dollar Threshold for Purchasing
DATE: May 20, 2008

Effective this month all users of the University’s BuySite purchasing system will be enabled to submit and approve purchase orders up to the dollar amount of $25,000.  University Financial Policy 1201 is revised to allow for this level of processing by a department when ordering through BuySite.

This enablement comes with an additional responsibility for local actions and control oversight.  Principally, the responsibility to document price reasonableness for purchases made between $5,000 and $25,000 becomes the obligation of the department initiator or approver before final approval by that department.  In reviewing the methods of determining price reasonableness, please observe the following information and documentation requirement:

Reminder: Purchases being made from a University Preferred Supplier or suppliers under contracts as indicated by the asterisk * in front of the supplier name in the BuySite system, do not need any price reasonableness action or documentation to be included in the requisition/order record.  Such purchases from contracted suppliers have already been determined to offer pricing within the University’s requirements and for these suppliers, the user does not need any further documentation action.

Outreach effort: Please remember to include diversity category suppliers in any of your informal solicitation methods of price reasonableness to further the advancement of inclusion in orders issued by the University to these businesses.  Further assistance in identifying diversity businesses can be obtained through the University’s Business Diversity Office: Nadia Quarles, Director of Business Diversity, (773) 702-2553
